Some of my games don't run as well anymore and nothing seems to be working

I have a HP OMEN - 25L
Specs:
Processor Intel(R) Core(TM) i7-14700F (2.10 GHz)

Installed RAM 32.0 GB (31.8 GB usable)

Graphics card NVIDIA GeForce RTX 4060 Ti (8 GB)

Storage 1.57 TB of 4.57 TB used

System type 64-bit operating system, x64-based processor

So I got this computer in January 2025 and, in terms of gaming, its been great. It runs games smoothly even at max settings graphics wise, but since at least a month or two ago, some games have had issues with FPS drops, stuttering and lag, which is very annoying and makes playing certain games really annoying, especially some of my favorites, such as Holdfast and Warthunder, which seem to be the big ones. I have not tested all my games to see which are effected and which aren't but some games I have don't suffer any issues whatsoever which is confusing. I am not good with computers at all, so I've had some friends who are trying to help me out and here are the things that have not worked:

Changing games graphic settings

Using optimization apps like Nvidia and Omen

Fully factory reset of the computer

Fresh Windows install

The only suggestions I've gotten is that its either the drivers or some kind of issue with the Intel I7 14700f RTX 4060 ti which apparently degrade due to some sort of voltage issue.

Does anyone have any suggestions or ideas as to what could be causing these issues?
