Why are trailer parks bad?

I know there's a stigma to them but honestly wouldn't zoning a trailer park create a low income or transition housing inventory? The costs are just sewer, water and electric hookups. Wouldn't the prefab nature of trailer homes cut down on a lot of red tape getting house in quickly?
