I can't play CS2

I'm trying to play CS2 after a year without playing, but when I open the game it's in English (I'm Brazilian and I play the game in Portuguese) and I get the error shown in the image. I've already tried deleting the "version.dll" file, but it's not in my Steam folder. I've also tried things related to my internet connection and allowing CS2 through the firewall, but I don't know what else to do. Can anyone help me?
