Entering a Casino with a vertical ID at 21?

My buddy has his vertical ID and he is 21. He doesn’t have his horizontal ID yet and 30 days have passed. He’s been slacking on getting it and we want to go to a casino.

Will he be allowed to enter and gamble with a vertical ID? He’s not looking to drink and he is 21.
