Help identifying a Spider-Man issue

Hello everyone. The other day I remembered some panels from a Spider-Man comic from probably the mid 90’s Norman Osborne is incarcerated, presumably in a psychiatric hospital, and is engaging in therapy with a female mental health professional. She is talking about the metaphorical masks people wear and then puts on the green goblin mask. At that point, he leaps out of his chair and breaks the glass that is separating them. Does anyone know the Spider-Man title and issue this is from? Thanks.
