Tattoo Question

I have ideas for a tattoo, this is a long-term full sleeve on both arms situation. I have ideas, but I’m not an artist! Does anybody recommend somebody that can help develop the concept and is good at doing the tattooing? Also, I am obsessed with color, so that’s a big factor and whoever you recommend. Thanks for any recommendations!
