The cursed 0.8mhz CPU downclock

I have exhausted all attempts to solve this issue with nothing to work.

• Played with bios settings
• Disabled/Enabled speedstep/shift and other common cpu settings
• Changed powerplan settings
• Throttlestop different settings

And I have recently cleaned and changed paste for the laptop so the airflow is working fine and temps are okay.

This issue showed up after a short period of removing the battery and not changing it till now. Could this actually be the reason for constant downclock to 0.8mhz and frequency flacuating during heavy load and gaming specifically?
