Windows key + arrow key only works for one of the window

I have a problem where when I use windows key + arrow key to move a window to do split screen, it only works on one of the 2 windows. It has happened previously too between vscode and chrome where only vscode wants to move. In the linked video above, only Word wants to move. Would anyone mind helping me fix this problem? I've only had this problem in Windows 11 and never had this problem in Windows 10.
