Alaska won't honor 20 minute guarantee if it's the airport's fault?

I have photos with timestamp with proof if needed. Went to the baggage claim in person, almost an hour after landing. Agent told us that vouchers aren't provided when the airport is deemed at fault because apparently a carousel was down. Is this a thing?
