Rules Questions from a newby!

Hi folks, just a couple rules questions from a newby! Me and my friend have played two games and I just need a few things clearing up:

1. Do weapon modifications count towards a models upgrade limit? I’m presuming they do?

2. How do models get perks?

For clarity we are just playing a standard non comp control campaign from the nuka world starter set! TIA!
