What would’ve happened if Eugene just left anyway?

Eugene isn’t allowed to move his family from the life, which SPOILERS prompts his suicide, but what if Eugene just up and left? Vito did it and may have been ok if he stayed where he was and he was a finook. He was also an informant for the feds but I’m assuming this happened after he asked for permission to leave
