Making a custom shirt for the right arm.

I need help making this specific shirt because all I want is one image on the left arm, which is this axe tattoo, but I don't know. I even looked up youtube videos for it, but I don't seem to find videos specifically for one image, just videos about a full shirt, which I don't want a fully shirt I just want this one tattoo, and if anyone can make this for me, or make a tutorial, that would be great.
