Subject: Formal Complaint Against Hangzhou Shanyun Network Technology Co., Ltd. (CSSBuy) for Fraudulent Logistics Billing and Discrimination Against Overseas Consumers - Parcel No. P260607812826

To the Responsible Officials of the State Administration for Market Regulation (SAMR):

Hello!

I am a consumer from Brazil. I am writing to formally file a real-name report against the cross-border e-commerce agent platform CSSBuy (Registered Entity: Hangzhou Shanyun Network Technology Co., Ltd.) for illegal activities, including fraudulent billing targeting overseas users, refusal to fulfill paid packaging services, and malicious extortion by exploiting the loophole that overseas users cannot register on the 12315 system.

I. Facts of the Violation (Parcel No.: P260607812826)

  • Actual Weight and Dimensions: The actual weight is 2.005 kg, and the dimensions are 35 cm × 24 cm × 16 cm.
  • Shipping Line: I selected the China Post SAL line. According to China Post's official regulations for large parcels, this route bills strictly by actual weight within the limit, ignoring volumetric weight.
  • Fraudulent Overcharging Methods: The CSSBuy system prompted an extra charge due to "volumetric weight," yet the system invoice explicitly states "Volumetric Weight: 0 Kgs." Although the parcel is only 5g to 36g overweight, customer service forced an additional fee of 79.50 RMB (claiming their partner freight forwarder charges 75 RMB/kg for additional weight). This severely deviates from China Post's official tariff standards.
  • Fraud and Denial of Service: I proactively offered to pay the platform's standard "repacking fee," requesting the warehouse to trim the box corners or remove inner packaging from small items to reduce those 36 grams. The online customer service claimed they repacked it, but the parcel's weight, dimensions, and photos remained completely unchanged. This is blatant evasion and fraud to forcefully withhold a user's assets.

II. Complaint Regarding the Plight of Overseas Consumers (Reflections on Unfairness)

In global trade, companies in your country profit from consumers worldwide and collect our personal privacy data. However, consumer protection channels like the 12315 platform strictly require a Chinese Mainland ID card or passport for registration (which many overseas citizens who do not travel abroad do not possess).

As a result, we are unable to file official complaints when facing malicious exploitation and overcharging by Chinese companies. This institutional barrier is being actively exploited by unscrupulous merchants like CSSBuy. They assume overseas consumers have no choice but to give in and pay to avoid trouble. This behavior not only violates lawful consumer rights but also severely damages the reputation of Chinese cross-border e-commerce and international trade. If companies accept our money, they must accept equal market regulation. We refuse to tolerate this arrogant extortion.

III. My Demands

I kindly request your Bureau to launch a formal investigation into Hangzhou Shanyun Network Technology Co., Ltd. regarding its cross-border logistics fraud, system data falsification, and predatory overcharging.

I demand that this merchant be ordered to perform the standard repacking optimization service, reduce the parcel weight to under 2.000 kg, clearly print my Brazilian Tax ID (CPF) on the shipping label, and update the correct official shipping fee.

Thank you for your time and efforts in maintaining fair international trade and protecting consumer rights
