Is there any point to trying to go on HRT in the situation I’m in?

I’m currently a college student entering her senior year in a red state in America, and I’ve been waiting for years now for things to get safer for me to start HRT, but things just keep getting worse. On top of that, I’m probably going to move out of state once I graduate, and I’m not sure if HRT transfers.

At this point in my life and in American politics, would it be wiser for my own safety to keep biding my time, or should I YOLO it?
