Why is the bite chance so high in game but low on paper, is it a bug?

I've had an uncountable amount of runs, and almost every time I get attacked its always always always a bite, but the chances are apparently 15%. It's so annoying. I'd say in my experience it's actually a 75% to 80% chance.
