Trading pieces

I’m pretty low elo 650+\-. I’m trying to develop pieces in games. It doesn’t matter what side I am it almost always happens as soon as I move a knight the opponent will move in with the rook and next move take the knight. Help me understand why they do that and what I should do to counter it.
