Sans isn't a monster

I was recently thinking about the lore of both Undertale and Deltarune, and I realised, Sans is the only being able to actually DODGE attacks across both games. The only other time you get a 'MISS' is if the opponent's defence is too high compared to your attack for you to do any damage. The only beings known to be able to dodge across either game other than Sans are humans (Frisk and technically Kris since the soul is controlling them).
Then, secondly, Sans takes his turn first. He is the only enemy, to my knowledge, that takes its turn first, other than Flowey. Flowey is only able to do this because of the amount of determination within him, but not even Flowey can dodge attacks.
So, what if Sans is a human skeleton that had determination put into it to bring it back to life, but not to a degree to allow for SAVEs and RESETs?
And if this is the case for Papyrus as well, I would just imagine he's so bad at dodging that he takes the hits anyway.
