Amulet crafting

Hi may I know for poe2, if you want to craft on an amulet - is it better to start with a magic base that has +3 proj or t1 spirit, if my intention is to go to 3 mods + 1 desecrate and try to fracture?

What would the reason to prefer targeting spirit over skills or the other way around?
