What happened at King St West at Roy Thompson Hall in the streetcars?

I just walked past there at around 8:30 and many street cars were out of service and paramedics were arriving. I think my eyes mist have mistaken me but in the last streetcar war a person unconscious I think with a plastic bag over their head. It wasn’t really clear to see and I can’t imagine that to be the case and that can happen during work rushhours. Did some see or know?
