Otoplasty

I have very protruding ears they stick fully out and ive been insecure about them all my life. Im 17 now and everyone from elementary school to highschool has bullied me for them. The ears are the only thing i hate about my face and im wondering if the surgery is free if youre under 18? And for the People who got it done was it worth it?
