Looking for source or origin of a producer tag/ vocal track used in Ha Damn fk by hot fuy

The song "Ha damn fk" by Black fuy opens with a vocal sample ("Ha, damn, fk") and immediately plays a standardized producer tag/vocal sample that sounds exactly like a guy saying "topotaunt" with a French accent. Time stamp is 0:04-0:05 on the song I mentioned I know I've heard this exact same guy and delivery on other underground tracks. Does anyone know the name of this sample pack, the producer it belongs to, or other songs that use it?

I’m really just trying to figure out what’s the word being said, I’ve hear it a long time ago and I cannot find it anywhere else, any info on the word, who said it or where it originates from and it drives me crazy.
