What is the current state of GTA IV CE modding?

I'm someone with zero modding skills, and I've gotten the GTA IV CE to both replay my favorite of all time, and to do so with a whole new experience. I got the fusion fix mod, a very simple drag and drop, and wanted to do more, but everything else I want to install is only for 1.0.7.0. I tried getting the downgrade software, but everyone in the comment section is saying it doesn't work anymore, and how neither does another (and only other) software thats out there. Huge bummer. I figured id just try to mod the complete edition, but I'm struggling finding what mods out there work for this version. Does anyone know what mods are functional for the complete edition, or if its even possible to downgrade anymore? I was really looking forward to adding Liberty City Rush
