Help with past balance overdue

I'm trying to pay an old outstanding balance of USD 30, but I'm unable to do so because my ad account needs to be updated with a Tax ID and switched to the local currency.

However, I also can't update the account details or change the currency because there is an overdue balance on the account.

So I'm stuck in a loop: I need to pay the overdue balance to update the account, but I need to update the account in order to pay the overdue balance.

Could anyone please help me resolve this issue so I can pay the balance and reactivate my Facebook Ads account?
