Ledger board attachment

I have an old 1950s home with brick Foundation, band joist on top, floor joist nailed into the band joys and then the structure. While talking to the inspector over the phone, he believes I have something called a pier and curtain wall, and is unsure if it will pass inspection if the ledger board is attached to the brick. Anyone have any solutions? Thanks
