What is the process for applying for building permits (for a deck) without a builder?

I was under the impression we could just call up or hire some trades to come and build a deck and pergola.. Then I found out you need a permit for that.. So then I read the permit forms for my council, and they stated that you need an architect and/or a surveyor or something..!

So I'm so confused, what is the process for all of this without having to hire a builder? Can I reach out to trades, have the plan mocked up, complete permit applications and send this and hope we get approved permits? I'm guessing landscaping companies have ways to see the whole thing through from start to finish with their own builders doing the project managing, but I've been reading about how its so much more expensive than if you manage trades yourself </3 tia
