[4.4 BUG] Payback Origin's Uplift Center and its Buidings gone

Dunno if this is intended, but I doubt it:

Upon starting any Packback game, custom race or the original one, the Uplift Center is there WITHOUT any of its buildings. It's just an empty district.

Then, when the Debris situation triggered, it's gone completely. Just, gone. It become not even the Temple district, but an unspecialized District.

It's not much, but it's so annoying after having to delete my ongoing Payback save to accomodate the new version. There's a whole event chain for that Gene Clinic, and the cheeky, capitalistic corporate text on the Uplift Center made for a nice game flavor and reminder of my people's enemy.
