Unsure of how my parent is meant to fill out the form

So basically, my parent did not fill out a 2024 tax form due to someone else claiming my sibling as their dependent. So when it asks “did or will the parent file a 2025 IRS form”, clicking no provides options that don’t apply to my parent’s situation, whereas clicking yes asks them to provide information they cannot give without a completed form. What am I meant to do in this situation? Please help!
