SF86 - Where to disclose a repayable foreign government student loa?

I have a small repayable foreign government student loan from when I was studying there (~$850 remaining). It’s not a grant or scholarship, it needs to be paid back.

Does this go in 20A.1 (Foreign Financial Interests) or 20A.4 (Foreign Benefits)? It doesn’t feel like a benefit since it’s a loan. Does this disqualify me? Thanks.
