Brazilian born abroad first passport

Hi im a Brazilian born abroad whos currently trying to get my first brazillian passport. I already register my birth at the consulate last year at November at the age of 24 yo. and currently waiting for my birth certificate to be done transcript at my father registery office city in Macae. i already got my certificate that explain my voting status and now my only concern is my Brazilian ID. my passport is going to be my first brazilian id but on the consulate website it says that I need a Brazilian id to make one. im currently looking for more information regarding this and maybe with people who are brazilian born abroad who have experiance with this. thank you
