If Argentina win the World Cup does Messi get the Ballon D’or?

This is obviously assuming he was the best player on their team en route to winning the WC, and therefore also wins the WC Golden Ball and maybe the Golden boot, considering he just scored a hat trick he may be on track especially if Argentina go all the way. Since everyone is saying the World cup decides the ballon d’or, will it go to Messi in this scenario? I don’t think Mbappe or Dembele or Yamal reaching the final alone and losing qualifies them enough to beat Harry Kane, we must remember Kane’s season is beyond exceptional, 61 goals equalling Ronaldo’s best ever tally, better than Haaland in 2023, Lewandowski in 2021 etc.
