Confused about Chromie Time

Hey all, question about Chromie time. Does anyone know the reason why you are able to level until 80 in Chromie time in Midnight, but if you leave Chromie time after level 69 then you can't get back in? It feels like a bug, but maybe it is by design for some reason?
