Ink displacement cover-up question

If a different color is tattooed over pre-existing ink (cover up) does anyone know if that displaces the old ink? Or do the macrophages just hold onto both colors? Basically asking if tattooing a different color over older ink causes some of the older ink to be displaced and eliminated by the immune system?
