Clarification about 24h Wonder Pick

Hi everyone! I've been playing for five months and I need a clarification about the 24h Wonder Pick feature. For the first time since I started, I completed all the ⭐ rarity cards in the Paradox Drive set, although I'm still missing three cards from lower rarities (🔷 to 🔷🔷🔷🔷). I expected the ⭐⭐ Wonder Pick to trigger once I completed the ⭐ rarity. Is that how it works or did I misunderstand the mechanic?
