Question about having 2 weapon sets with "of the necromancer"

Since soul reaping gives "Gives X energy every time a creature in range dies (maximum 3 times every 15 seconds)"

​

Does the 15 second countdown restart if I change for another weapon with the Of the Necromancer upgrade ?
