What map tier can you typically reach upon finishing campaign without upgrading gear?

Just curious about map tier difficulty compared to end of campaign. Obviously this will vary a lot depending on luck during campaign and whether it's a first character for league or a later character.

But assuming your gear was locked in at the end of campaign, how far can you get before the maps would be too difficult?
