children’s etiquette book

Looking for a children’s picture book from before the early 2000s or possibly 90s . It had soft watercolor style illustrations I believe. Every entry started with “Dear Mrs. ___,” and featured a young animal writing to a female ostrich (or possibly emu) etiquette expert about a manners problem. Mrs. ___ wore glasses, had her a bun, and I think I remember a purple blouse and maybe pearls. She would respond with advice on how to approach the situation. One of the letter writers was an anteater who was wondering how to eat at a dinner party with her unique tongue and food preferences. The entire book was structured as an advice column rather than a story.
