Anyone else having trouble with Parchment?

I'm on my 3rd attempt of trying to have my official transcripts mailed to the state licensing board in Harrisburg, but everytime I mail them the tracking info says "scan location not available". When I try to ask someone there they say that it probably got lost in the mail, but the odds of that happening 3 times are basically 0 and I'm tired of wasting money on this. Has this been happening to anyone else?
