Running issues with TA 650

I've recently bought a TA650. Great bike overall but...

It had an issue where it randomly cut out at idle, felt like skipping a cylinder but only once and at random.

I've changed the sparkplugs and cleaned the carbs, synced them and adjusted as per the manual and that problem went away.

My problem is now if I try to use max choke for example at a cold start the engine only stays revved at around 1800 and drops back to 1000 within 10 seconds of the start (with the choke still on).

When the bike warms up it keeps a steady idle, around 1300-1400 with the only issue being sometimes when I blip the throttle it does not rev instantly but sometimes it does. I notice this especially when downshifting and trying to revmatch. Sometimes it takes the engine a half a second more to rev, but not always.

Again when the engine is cold I can hear some slight misfire in the air filter, but only when cold and choke off.

The bike has only 24k km and I don't think it is valve related since it does not look like the screws on the engine cover were removed.

The carb membranes are in good shape, the bike works great in the high revs. The airfilter is new (Hiflo) and everything else seems to be original.

I don't know if maybe this is an issue with the PAIR system which is still fitted and maybe that's why it is only acting up sometimes.
