Need helpp regarding Armed force Quota

There is part B in that certificate no. 5(UPAF) In that part B you need signature of DM but when i visited to DM he said get it signed by SDM, and when i visited to SDM he said "dimak khrab hai kya koi kuch bhi likh ke dedega or me sign kar dunga" SDM refused to sign, again i visited to DM he said "mere pas iska format nahi hai me ispe sign nahi karunga"

Then i choose option 2 which is written below PART B that "PART B ki jagah nivas praman patra bhi manya hoga" but when i uploaded that certificate signed by Commanding officer of my father's regiment along with my domicile, portal refuses to accept and said ,upload it as mentioned in brochure.

What should i do now, i even raised a query on 19 june but no response 😭

Can anyone suggest me any solution?
