ELI5: Is the specs of the Steam Machine as underwhelming as people say?

I am not a hardware girl. The last time I've upgraded my computer in any meaningful way was around 2018-2020. I cant tell the differences between Nivida and AMD products, but it feels like most PC users can. Could someone explain its features a bit more simply compared to other newer products?
