About Fudan University Admission Notice

Hello everyone. I want to ask a question, I got a pre admission for LL.M in Chinese business law in March ( or early April I do not remember an exact date). They told me that they will send the admission notice in May however they did not, so I asked about it in early July they replied that result will be released within two weeks. I am just curious why it takes so long? I saw that some people have received the notice ( in my country too )
