My hair dries really fluffy and frizzy - what products should I try for more definition?

My hair has a lot of volume, but it dries very fluffy and frizzy instead of forming defined curls. When it’s wet, I can see some curl/wave pattern, but once it dries, it gets big, dry-looking, and undefined.

I’m trying to figure out what kind of products I should be using for this. Do I need more moisture, a stronger gel, a curl cream, mousse, or something else?
