Engage idiot mode: Explain Scorch to me

I just did a daggers run with Scorch on attack. I got a hammer that adds 35% to attack speed. On some of the tougher enemies I got them to 999 scorch real quick, then their health does drain past the lowest red point. I thought it'd be a damage over time thing?
