Jason's Counterplay is confusing and inconsistent

So I've been told that the counterplay to not get jumpscared is to move while crouched, and i've seen that a few times while playing him, people close to me reappearing not getting jumpscared

But when I try it as survivor, it simply doesnt work, even if I get away with urban evasion, I get jumpscared everytime, so I'm just confused as to why sometimes it works and sometimes it doesnt
