Advice on broker/buying agent

We’ve been looking for a home for months now. We had an offer in we didnt end up getting but my dad was helping us look. He sadly passed away a few weeks again and he was the broker for his company he has with my brother. I want to use my brother because I think that’s what my dad would want because my brother would write up our offers if we found a place we like. I’m not in the real estate business at all so I have no idea but I believe my brother is going to try to get a temporary brokers license. They mostly do commercial real estate but were helping me obviously cause we’re family. I’m in a bit of a time crunch because I’m expecting a baby and want to hopefully find a place before baby is here. From what I’ve seen online is if we were to use an fha or Va loan our buying agent and broker cannot be the same person? I’m not if this is true in all states or not, we’re located in NJ. I obviously feel bad to bring it up to him because he lost not only our dad but his business partner and I don’t want to add more to his plate but I also don’t want to go around him. I guess after all that my main point is will I be able to use my brother as a realtor if he’s the broker??
