Water pressure in the neighborhood

The neighborhood's irrigation should provide enough water for everyone if we follow the established schedule. Due to many people not following said schedule, water levels will drop, shutting off the pumps. It takes time to refill the pond and restart the pumps, so many people in the neighborhood (such as myself) who have followed the schedule haven't had water for a few weeks.

This morning, I saw the neighbor's sprinklers working, indicating the water levels are high enough and the pumps are on, so I tried to manually run my sprinklers, but there was still no water pressure in any zones in my yard(it's just dribbling out).

I did a full check on everything about a month ago - sprinkler heads, filters, etc. I have one concern about a possible leak at one sprinkler, but the system was watering appropriately (I plan on digging this up today).

Is there something happening when there's no water in the irrigation system that's causing my sprinklers to fail even after the initial problem is corrected, or is my lack of water pressure a coincidence that is caused by a separate problem in my system?

Thank you for any feedback.
