83% of Employers Say the Degree Requirement Is Biased. So Why Is AI Being Built to Enforce It?

30 million workers already have the skills for higher-wage jobs and are not getting them. AI just made that problem faster and harder to fix.

Those workers are STARs, the 70 million Americans who are Skilled Through Alternative Routes instead of a four-year degree.

The barrier is not their ability.

It is degree screens, exclusionary credentialing practices, and biased hiring algorithms that were built into the system decades ago and are now being automated at scale.

STARs were not locked out because they lacked talent. They were locked out because the system was not built to see it.

That is what the 2026 State of the Paper Ceiling from Opportunity@Work is about.

TL;DR: 83% of employers admit degree requirements are biased. AI hiring tools are being built on that same bias. The result is 30 million skilled workers getting screened out before a human ever sees their resume. New research from Opportunity@Work breaks down why and what has to change.
