Is true 'wide angle' shooting really possible on apsc crop sensors?

I cant get over the 1.5-1.6x crop factor that apsc lenses have, doesnt this make even the widest lens look 'not so wide'?

Like with full frame you could always go wider no? So then how do action cams have a super wide field of view if their sensor is super duper tiny? I feel like wide angle seems to exist for the extremes only??
