EdgeRouter X as WireGuard VPN Server Without Routing

I'm trying to repurpose an EdgeRouter X updated to EdgeOS v3 to act as a WireGuard VPN sever. I don't need it to do any routing and it will sit behind another router. Can the VPN server work with the EdgeRouter configured as a switch or is there some other way to have the ER-X act as a VPN appliance?
