Modding question : Town rights

I am messing around in the town rights trying to allow other nations to acess Imperial breadbasket right that is available to byzantines. However putting additional has_or_had tag into the potential= {} does not do anything, when playing that nation nothing changes. Or does it only work when starting a new game? Can any Computer wizard please explain how to make it work. Thank you.
